Looking for an app to activate at certain times a day that turns the phone/notification ringer off for all incoming calls and messages. Exception would be for 5-7 contacts that would need to be able to ring thru at all times. Anything exist like that?

Have a look at Ring Scheduler by Kevin Yuan and see if that does what you need..

Depending on your version of Android, the stock software should be able to do that for you. It's the Do Not Disturb feature. You can add favorites to allow for people to get through when the feature is activated.
Yeah. Turn notifications off at night, with Priority exception. Already an Android feature, starting with lollipop, I think?
In marshmallow, you'd do it with "Do not disturb" and Schedules settings. Set the times in schedules and DND to Priority.
