Torguard is who i use. I have both their torrent proxy and their VPN service. I pay $53/year for both.

Great service, cheap price, unlimited data and no speed caps that I have hit so far (My DL is 15MB/sec)

They usually run a promo 3-4 times a year for half off and at least 1 time a year its a lifetime code.
