my s/rf on my radio stays all the way up high no matter where I am or if I'm keyed up or not, what's that mean?

You probably have your squelch wide open. Do you hear static when you turn up the volume?

No, I've brought squelch and rf gain up and down individually and together and nothing changes

My first thought was the coax was bad but with swr riding where it needs to be I don't think that's the problem

Mobile or basestation? Likely just atmospheric conditiins. Things like led bulbs and new switching flourecent blasts can cause these issues also.
