For me, it's a close race between "Moonraker" and "Diamonds Are Forever". Moonraker is overly cartoonish with the outer space stuff, plus the bad guy looks like a thinner Paul Prudhomme/Dom DeLuise. Diamonds is cheesy in that late 60s/early 70s special way.
What makes me like Diamonds a little more is you can see a lot of what Vegas looked like 45 years ago. I think Moonraker wins the worst award. As smooth as Roger Moore was as his incarnation of Bond, it's still worse than anything Timothy Dalton attempted. Dalton's acting was horrible but the movies themselves weren't bad.
