A major part of the scheme is convincing the salespeople to portray themselves as successful. More so than they actually are.
You don't grow your down line by telling the truth, the truth is you're paying a bunch of money to someone for the privilege of buying their crap and trying to sell it to other people.
You grow your down line by telling people how much money you're making, and driving a new Lexus instead of your old pos, and living the life that you, and your potential underlings, want to live.
It's all smoke and mirrors. If your brother has made any highly visible purchases of new luxury items recently, like a new car or an expensive watch, he likely levered the crap out of himself to buy it in order to convince new schmucks that his "business" is super profitable.
Give it a few years and hell admit that he got taken for a ride, and spent a lot of his savings trying to make it look like the scam was working.
