It's blue with bands of black/gray. The waist area is black just like all the other bands of that style/pattern whatever.

At first glance I thought blue and black and after further deduction is is white and gold without s doubt. The dress wearer is in a shadow while there is very intense light outside of the shadow. Very deceiving.

Its a lighter blue. Not like...the Texas Rangers blue. A little darker/faded than UCLA blue.

On reddit they've already determined it's black and blue. You can put the image in Photoshop and the eyedropper tool confirms it. Fwiw I see white and gold. Husband and most people on my facebook see blue and black.
