What does the sign "Stop here on Red" mean?

Other than the obvious to stop here on red? If this sign is at an intersection and you are turning right, does this mean you cannot turn right until the light turns green?

Just the obvious. It does not prohibit RTOR.

It'll say NO TURN ON RED if you can't turn right on red.

used to indicate the specific location where the lead car should stop.

with stop signs, you stop even with them, but that doesn't quite work for red lights

Regulatory Sign R10-6 is used for observance of stop lines. In construction zones, if there is a stop bar missing at a signalized intersection, then a sign would be placed to inform the driver of the vehicle where to stop.

It's really self explanatory, but I figured, what the heck...I'll tell the kid anyway.
